Temporary Resident
A non-immigrant is considered a temporary resident of Florida. Temporary residents must provide proof of legal presence in this country in order to be issued a driver license or identification card in Florida. Once lawful status as been verified, and the other licensing requirements met, you may receive a Florida driver license or identification card. Temporary resident driver license and identification cards will be good for the length of your legal status, up to one year. If your documents allow for more then one year you will have to apply for a renewal and show proof of lawful status in order to extend the driver license or identification card.
Transferring VALID out of state to FL class E (non-CDL) requirements:

Required Test:
Vision Test – Using an eye machine you must pass with or without corrective lenses.

Driving Test:
You must provide a vehicle for the driving test. The vehicle must have a valid tag, proof of insurance, and pass a vehicle inspection. During the driving test, the examiner will observe your ability to control the vehicle and how well you obey traffic laws. In Hillsborough County, road tests for a Class E driver license is offered at the East Tampa office, Brandon office and the Plant City office. Other Requirements:
- Complete Traffic Law and Substance Abuse Education Course – This course is NOT offered in our offices and must be done with a third party. If you were previously licensed in another country this may be waived.
- 50 Questions – 45 multiple choice questions about traffic laws and 5 multiple choice questions testing knowledge of different road sign meanings. * Must have 40 correct answers to pass.
- Vision Test – Using an eye machine you must pass with or without corrective lenses.
